The Lifecycle is a loop, not a line. Most of its stages happen before the trip, two happen during it, and the final stages happen afterwards, where reconciliation and content close one programme and the strongest developers use that close to open the next qualification. A programme commissioned as a single event ends at stage eight. A programme run as a lifecycle never quite ends, because the recognition delivered on one trip is the motivation for the next.
