Incentive programmes are deceptively complex. A programme that looks, to a qualifying broker, like a well-run trip is in fact dozens of separate arrangements, often across several countries and currencies, each with its own contract, timeline and risk. A developer that manages this internally takes on the coordination of all of it, alongside its actual business. The Programme Office exists to absorb that complexity, so the developer commissions an outcome rather than assembling a supply chain.

This is what separates a programme partner from a travel supplier. A travel supplier delivers its part. A programme partner takes responsibility for the whole, including the parts that sit between suppliers, which is exactly where programmes tend to come apart.
